How to build the Chinese version of "Wakanda"

　　The recent film "Black Panther" has aroused heated discussion from all walks of life, especially for the mode and state of the social development of the film in the film. Many countries or ethnic people have a lot of expectations. The kingdom of Wakanda, a fictional African country in the manga of the United States, is located in the northeastern part of Africa. For centuries, it has been isolated, a poor and backward agricultural country, in fact the most advanced technology in the world, with a unique rare resource (sound absorption steel). People's Republic of China (hereinafter referred to as "China") is a socialist country under the leadership of the working class and the people's democratic dictatorship based on the alliance of workers and peasants, and the realization of common prosperity is the ideal goal for its pursuit. Village, mainly refers to large settlements or groups formed by many settlements, often used as a region of population distribution in the modern sense, and a large group of interrelated groups in a certain field formed by a number of social groups or social organizations in the western countries is generally called the community. Both of them represent the basic unit of society. In this article, they are  collectively referred to as "villages (communities)". China is made up of many different villages (communities). They are cell units with natural resource endowment and development. The wealth freedom of different villages (communities) is relatively balanced with  the wealth of the people, which represents the realization of common prosperity in the overall sense of China.

　　

　　The development of Wakanda has taken up both sides of the social development, one is the primitive farming economy that coexist in harmony between human and nature, and the other is a variety of advanced industries using new energy to develop high technology. Living in this society is a black leopard race with firm belief and unified leadership. Through the analysis of its development model, it can be found that rare resources is a breakthrough factor for Wakanda's advanced production resources. It can solve all kinds of energy demand problems, and it is also the core of advanced science and technology. From the reality of human society, the Middle East countries with rich energy, like Wakanda, are rich countries, but they are not developed countries. From the "human development index" of the United Nations Development Programme to measure the country's development, a single per capita GDP does not represent the overall level of development of a country. Only the high GDP per capita, the developed industrial technology, the advanced science and technology and the high social welfare are all satisfied, and this country is the developed country. To examine the economic development logic of an economic subject from poverty to affluence, the economic development of a village (community) includes not only the quantity expansion of quantifiable factors, but also the process of changing the non quantitative factors such as the system, organization and culture that govern the economic operation.

　　

　　China's large-scale poverty relief work at this stage is based on the government level, and it is a death order in policy formulation, resource allocation, mode learning and sharing. Since the eighteen Party of the Communist Party of China, China has made decisive progress in the war of poverty alleviation and hard work, about 60 million poor people are out of poverty, and the incidence of poverty has fallen from 10.2% to less than 4%, which has made remarkable achievements. China's efforts and achievements have contributed greatly to the world's poverty reduction and won the attention and admiration of the international community. "Building a community of human destiny without poverty and common development" has become the common vision of all people.

　　

　　From the perspective of economics, poverty and poverty may be different from the perspective of management. For example, economics pays more attention to the process of wealth accumulation, which is related to the national accounting system, and management pays more attention to the performance of the whole community,  and it can be examined from the value chain. Poverty is essentially a problem of  social and economic development, and its solutions should need management ideas so that other system development problems can not be caused. For managers at all levels, if we want to manage the village (community) well, we should set out from the long- term development strategy to solve the bottleneck of each restriction. Based on the lean thought of time and space, this paper regards poverty as a complex management problem, and in methodology, we should have the attitude of perseverance and lean improvement. And then we can get rid of poverty and achieve common prosperity. The following offer three suggestions for reference:

　　

　　I.Define the problem and measure the status. Taking the village (community) as the unit, we should objectively evaluate the state of economic poverty and formulate  a long-term poverty reduction plan. Each unit can have independent decision-making power and development resources, so that they can have organizational team consciousness in management. Identify the key core issues of the development of the village (community), and determine the main indicators of its development, and make clear the level of all the indicators in all units throughout the country and in the world.

　　

　　II.Analyze the cause and improve it. After measuring the specific indicators of poverty, we analyze the different causes of poverty and try to design breakthroughs in the light of these problems. According to the existing resources and quality of the village (community), according to the different causes of poverty, such as industrial development poverty alleviation, labor employment and innovative and entrepreneurial poverty alleviation, relocation and poverty alleviation, ecological poverty alleviation, facilities and equipment input and construction and basic public service increase.

　　

　　III.Evaluation control, iterative improvement. Poverty reduction is a systematic project. It is effective to implement Poverty Alleviation Policies and measures. Every effort needs to be evaluated. If the result is deviant from the expected target, it should be rectified in time. The results of the deviation are often divided into two categories, one is not expected to achieve the ideal, this kind can achieve the effect by optimizing and improving the poverty reduction improvement scheme; the other is the deviation of the direction, such cases should be summarized and analyzed in time, and redesign the improvement scheme. After evaluation and control, poverty alleviation work should go to the next stage, and two lean iterations should be carried out to ensure steady progress.

　　

　　The thought of space-time provides an explanation for the development logic of the management of poverty. The lean thought has made the development of the economic system a "improving soul". The Chinese version of the Wakanda kingdom can not realized through rare energy searching, but it must be explored through long- term practice in a management way, village by village,  community by community and step by step.
